Sony’s Small Apps implementation had become one of the well known implementations of multiwindow pre-Android N. However, perhaps in preparation to Android N and official multiwindow, the lastest Xperia X series of smartphones from Sony do not come bearing Small Apps. No option to enable Small Apps functionality could be found as well.
